What is HealthBASE?
HealthBASE integrates, automates, and streamlines radiology, diagnostic and ancillary provider exchange with payers, administrators, physician offices and other clients, especially in managed healthcare systems. Our online services dramatically improve and simplify the management of diagnostic, specialty, and ancillary medical care and provider information in conjunction with health plans and administrative benefit programs, like PPO’s, HMO’s and other provider networks.
As a member/user you have access to on-demand processing and exchange of required payer rules, procedures, workflows, and transactions at the point-of-care and with all authorized trading partners – accelerating and simplifying appropriate testing, treatment and supply delivery in managed care systems.
The HealthBASE service includes three closely integrated components and toolsets:
- Provider Contracting and Network Management
- Patient Event Management, including workflow processing, status and tracking
- Patient Episode and Event Records and Reporting
Together these healthcare services and management tools automate and streamline medical diagnostic and ancillary service transactions from the referral order all the way through billing and reporting.

How is HealthBASE used to manage provider contracting programs and networks?
HealthBASE delivers a superior online platform for payers, healthcare administrators and radiology / ancillary suppliers to develop and manage provider networks and panels for delivery in cost containment programs, health plans, and other managed care systems. HealthBASE allows contracting parties to define contracting parameters, invite, recruit and enroll provider participation, distribute online contracts and both facility and specialist physician application web services, credential and verify information for participating providers, and manage provider panels and networks, and ongoing communications. Rather than manually processing re-contracting each year, HealthBASE allows for continual provider profiling and application information updates, and leverages information saved in the system for use with each new contract and re-contracting program – saving time and money for all.
How is HealthBASE used to manage orders and referrals?
Physician offices and other care managers initiate new patient orders and referrals, following custom payer and client-specific ordering, authorization / pre-certification, and other appointment processing rules. Since HealthBASE is web-based, instant communication occurs to selected network providers, managed care trading partners, and other authorized parties.
How is HealthBASE used to manage the continuum of a patient episode and events?
HealthBASE allows referring physicians, selected network radiology/ancillary providers, and all authorized trading partners to collaborate instantly online via a secure web portal service. Radiology orders and all subsequent patient episodes and corresponding events are organized and available online.
Through close integration of payer rules, end user preferences, and managed care processes administered through HealthBASE, a very high degree of automation and streamlined performance is realized. The result is improved provider and patient compliance with optimal workflow for efficient delivery, tracking and status of all patient events throughout the radiology episode continuum.
The services are inclusive of the entire order, appointment, and benefit administration processes – from the initial order, through referral processing, eligibility and administrative authorization, medical necessity review (if required), network provider selection, appointment management, reporting, billing and financial transactions.
How are providers and administrators notified of a new order or referral request?
Instant notification of new orders and referrals is provided to authorized and designated parties by e-mail, on-line services, and fax, if necessary.
What transactions and client exchange does HealthBASE provide?
HealthBASE provides all transactions and client exchange related to the episode and events of a radiology / ancillary service order and appointment. Any document and/or other information exchange associated with those event transactions are facilitate, stored and organized.
Can HealthBASE process claims and billing transactions?
Yes. HealthBASE utilizes secure web-based services, online transactions, direct payer connections, financial services, and electronic data interchange (EDI) to process claims and billing transactions.

How do we begin to use HealthBASE?
Authorized agents at your organization are set up by us as Security Administrators who can immediately assign real–time access to the HealthBASE service to authorized users. Set up for the Security Administrator and authorized users is quick and easy, providing secure HIPAA compliant login access to all new users.

How do I manage passwords and potential staffing changes to ensure that I won’t have system downtime awaiting IT password set up?
HealthBASE supports subscriber and organizational setup with comprehensive registration processes, security administration and registrant/end user vetting to ensure that new users are quickly up and running, and that staffing changes are communicated and addressed appropriately. Online administrative forms allow removal/addition of new users to authorized administrators.
How do we get software and service updates?
Since HealthBASE is an internet-based service, all software and service updates are made centrally and provided continuously with no requirements from the user. There is no installation – all you need is a browser and a web connection.
Is HealthBASE HIPAA compliant?
Yes, HealthBASE meets or exceeds all HIPAA requirements.
Can patients review their own reports/ results or is access limited to the providers?
Yes, patients can be authorized by other HealthBASE subscribers, for instance physicians, radiology providers, benefit and health plan managers, and employers / HR administrators, and administered to review any information and transactions related to their radiology / ancillary orders and appointment events.
How do physicians who refer our practice patients access their patients results?
At any time, physician’s registered as HealthBASE members can log on and access patient results, other reports and patient event status that has been posted.
Additionally, HealthBASE can automatically send authorized physicians, patients and clients e-mails informing them of results availability and new episode statuses and directing them to log on to HealthBASE to access that information.
Can patients sign up/ schedule themselves?
Patients designated by their physician, a radiology provider, employer or their health plan can register and log into HealthBASE to participate in the choices and management of their radiology and ancillary medical services.
For instance, patients who receive an authorized referral at their physician’s office can choose to later access the HealthBASE service to select an optimal network radiology provider and schedule an appointment, with instant notice to the referring physician and other care managers.
Are designated patients informed of their eligibility at the time that they register online?
Yes, patients can use the service to determine eligibility of benefits at any time.
What do I do if the physician that is referring me a patient isn’t listed?
A physician that is a non-registered user of HealthBASE can quickly and easily register and be security vetted to start coordinating orders and referrals online. Once registered, they also begin receiving patient event information and statuses from your practice.
How to I transact with a provider who is not on the system?
If a provider has e-mail they can send and receive transactions with HealthBASE. They can also register at HealthBASE.net very quickly to share in web services exchange and processing.
Will PCPs and other physicians ordering radiology services have access to the scheduler?
Access to HealthBASE’s integrated scheduling module is available to ordering physicians, patients and other care managers for quick and easy administration of appointment dates and times with radiology and ancillary providers.
Can non-subscribing providers view any modules on the system?
While non-subscribing providers do have access to many HealthBASE features, all providers must first be appropriately authorized to view patient information and the system modules. Quick registration of new providers as HealthBASE users can facilitate expanded use of the service, and full registration provides extensive functionality.
How do I get referring physicians to use the system?
Physicians, other care managers, benefit administrators and stakeholders can be invited to use the system at any time, and can be authorized by an appropriate party – including the patient, their authorized agent, payer and/or radiology provider – and can be quickly set up for immediate access to current patient files and information, and to process new patient orders and to manage radiology orders and patient appointment events.
Do they need to be signed up by my office or someone at HealthBASE?
Your office can invite and sponsor a new provider to use HealthBASE, however HealthBASE’s Security Administrators must complete the registration of all new users and organizations by assigning Security Administrators within the organization and vetting all new users.
If so, how do they gain access?
Upon completion of the new user registration and HealthBASE Security Administrator vetting process, a new subscriber such as a physician and their authorized office staff can immediately use the HealthBASE service to order, manage and track patient service appointments and events, and to receive information and status updates from your office or other healthcare administrators.
Can prior images and/or reports be imported?
Yes, any prior images, reports, other documents and media can be imported to HealthBASE and into a patient’s electronic Patient Episode and Event Record (ePEER™) at any time, quickly and easily, for access by authorized parties.
How do I get help? Who does training?
Training and set-up are provided both on-line, interactively and also on location at administrative client offices. There is also an on-line Help Desk staffed by knowledgeable personnel that can assist using instant message and chat communications, by phone, or e-mail.
Who orients them on how the system works?
HealthBASE provides an online Help Desk and Client Support representatives to help orient new users and address questions on an ongoing basis.
Is there an online tutorial?
Yes, there is an online help desk and tutorial services available at all times.
Who do I contact with questions? Is someone assigned to my account?
Yes, there is a unique account manager and client services representatives assigned to your account. They can be reached online using the Help Desk and instant Client Support Chat features .
How are we charged for using HealthBASE?
HealthBASE is a pay-as-you-go subscription service which has monthly and per transaction charges, which are both modular and in bundled packages.

What types of security systems and measures does HealthBASE employ?
HealthBASE uses a state-of-the-art network of distributed security to ensure that transactions over its platform are not breached, including the following:
- Required use of the approved browser (Microsoft Internet Explorer 6.0 or greater)

All input entered into the HealthBASE platform, including all changes and deletions to the electronic Patient Episode and Event Record (ePEER), as well as who has viewed specific records, are tracked through HealthBASE's audit trail function.

What are the system and hardware requirements of HealthBASE?
The HealthBASE service only requires Internet access using a Microsoft Internet Explorer browser (version 6.0 or higher), however certain user system specifications will insure more optimal performance. The system requirements are listed below.

How do I get started using HealthBASE?
You can get started right away by registering online at www.healthbase.net . HealthBASE helps determine the Security Administrator at your organization and will verify the account information and authorized users, their roles and permissions as part of the vetting process. In the case of individual subscribers, this information will be verified directly. Once the organization and its authorized subscribers, the HealthBASE service is ready to use.

How can I join HealthBASE?
Registration online is quick and easy, and allows providers to better manage exchange with payers, other clients and trading partners instantly. As a subscriber to HealthBASE, you begin to immediately participate in a new platform and model of provider networks and payer programs that associates your practice with HealthBASE as it is presented to the payer market as an alternative to current models.
What providers can join HealthBASE networks?
Any radiology provider or provider of other specialty and ancillary services that HealthBASE is integrating can register as a subscriber and thereby be listed in the HealthBASE network. From that listing, each payer or contracting client determines its own criteria for provider inclusion in their contracting programs and networks being managed via HealthBASE, and they can permit additional participation with consideration of the added value of your practice now doing business with them online using HealthBASE.
Is HealthBASE the contracting Party?
Using the HealthBASE service the contracting Party is typically a payer or other administrative client. HealthBASE offers contracting services to these same groups in certain cases and may then act as an agent on their behalf, which is all transparent to the participating radiology providers.
Is HealthBASE the Payer or reimbursement source?
Typically the payer or reimbursement source is not HealthBASE, and may be identified by the contracting party. However, HealthBASE does offer reimbursement support services on behalf of payers and other clients with a transparent model that utilizes our advanced web services and electronic transaction systems to process claims and reimbursement – all of which is explained in detail in the payer program, network or contracts that a provider may be invited and choose to participate in.
What does HealthBASE reimburse, and how is the fee schedule determined?
The fee schedule is always determined by the payer or contracting party, and is transparent to all invited and participating providers. The HealthBASE service administers reimbursement support by integrating the fee schedule and contract terms in provider and payer workflow, including in the charge summary, billing, payment and reconciliation processes.
How does HealthBASE improve reimbursement?
Where middlemen and other brokers currently arbitrage reimbursement or purchase radiology and ancillary medical services on a wholesale price basis for re-pricing to payers and other reimbursement sources, HealthBASE can deliver an alternative solution that removes these intermediaries and enables direct contract and reimbursement programs directly between the payer and providers. The potential then exists for the radiology provider to be paid directly and transparently by the payer and to recapture reimbursement margins currently lost to intermediaries.
How do we utilize HealthBASE to develop and self-manage provider networks?
HealthBASE is made available to payers, administrators, providers and physician groups to develop and self-manage specialty provider networks – or to enhance current outsource systems for managing specialty provider networks. HealthBASE may be private labeled and becomes a marketing and contracting tool for provider groups seeking to procure payer contracts that require delivery of an aggregated and uniformly priced provider network in their contracting and cost containment programs.
An inherent value of the HealthBASE service is the quick and easy development and ongoing management of radiology and ancillary provider networks and information exchange with all participating providers, clients and trading partners – which network tools are automatically integrated in the order, referral, authorization, reporting, billing and other operational workflows involved in each radiology appointment or ancillary patient services event.
Does HealthBASE also organize and operate (its own) provider networks that it markets to payers?
Yes, however our primary mission is to better facilitate and manage provider networks directly between payers and contracting parties, and their participating network radiology and specialty providers.
How do we set up a Provider Profile?
It is simple and fast to set up a Provider Profile with self-explanatory instructions, including processing of profile information to the appropriate payer files and contract applications. If necessary, an online tutorial and Client Support is available to assist with this process.
Can I change the data in my provider profile?
At any time, an authorized user associated with your organization can change and update information in your provider profile – which is then distributed and updated for your clients and parties with which you contract and submit provider contracting and credentialing information, according to your instructions.
How does HealthBASE assist with the process of completing and filing provider Applications and re-contracting with payers and clients?
The HealthBASE provider contract Applications for both facilities and specialist physicians is easy to use, intuitive and self-explanatory – essentially an online version of the provider application forms that are required by payer and network contracting programs. An advantage of the HealthBASE Applications is that once completed, this secure, internet-based information is always available, readily updated, easily distributed and minimizes future efforts required for re-contracting and new applications. HealthBASE and our subscribing providers are able to deliver this simpler, more automated application service to payers and contracting parties to relieve organizations of the expense and burdens of manually processed application contracting efforts. Thus, the HealthBASE Application can be utilized continuously and repeatedly with payers requiring provider contract application information.
What is the purpose of Credentialing?
The purpose of credentialing is to assure that participating HealthBASE payers and other contracting parties contract with the highest quality providers. The HealthBASE credentialing policy and procedures adhere to the guidelines established by the National Committee for Quality Assurance (NCQA). The HealthBASE Credentialing Criteria is customized according to participating payer / client specifications.
Who do I contact to add a new physician to my contract?

How will I know which payers are linked to your system?
The payers and other clients using the HealthBASE service to process and exchange information with you and other providers will likely notify you of their use of HealthBASE, and additionally this information may be made available to you by HealthBASE once you have logged on.
How does HealthBASE work with our current practice management, radiology information (RIS) and/or picture archiving and communication (PACS) systems?
Currently HealthBASE is a stand-alone service, however it is delivered on an extremely flexible internet-based and XML technology platform which can be readily and fully integrated with a practice management, RIS and/or PACS system. Please contact us to discuss systems integration of HealthBASE with your current practice and client relationship management systems.

Am I assigned an implementation manager that will work with me on all my open issues?
Yes, HealthBASE assigns an Account Manager and Implementation Manager to your organization to assist you with the process of getting fully up and running.
Should I anticipate any system downtime for maintenance?
Periodic system maintenance is performed during non-business hours to avoid any service interruption, and you will be notified of scheduled maintenance and system downtime.
If so, will you send out an electronic message to my network to advise them of this downtime?
Yes, you will always receive an e-mail and notice on the service of scheduled downtimes.
Can providers process and send us claims?
Yes, HealthBASE supports complete claims coding, processing, re-pricing and submission.
If the provider is required to submit medical justification for a certain procedure either before the procedure or when filing the claim, how is that managed?
HealthBASE integrates all workflow and information related to a patient radiology and ancillary service episode, for inclusion in the billing file. This includes all medical pre-certification, authorizations, reports, and other supporting documentation to support claims – with all these sources aggregated and organized in one easy-to-access online file which can be sent to claims administrators, payers, and other reimbursement sources.
Will the system process EOBs?
Yes, the system processes explanations of benefit and payment (EOB’s / EOP’s) with reference to all upstream workflow and information managed using HealthBASE – including with reference to the provider network, contracting terms and fee schedules.
Do you have any capacity issues?
No, the HealthBASE service scales easily to accommodate all capacities.
Can I change the data in my provider profile?
Yes, only HealthBASE subscribers or their authorized agents may change provider profile information, which can be done at any time and which then updates throughout our system as you direct.
What costs are involved with using HealthBASE?
HealthBASE is a subscription based service with monthly and certain per transaction costs for the user organization. Many services and transaction costs are bundled and included in the monthly subscription, and there are other optional services with per transaction charges.
Do I have to pay for each provider in my network?
There are not charges for including network providers in the service, however there are low monthly charges per provider for managing provider applications, credentialing services and related reports using the system.
